Quebec: An Alluring Technology Hub

The issuance of the White House’s executive order on “Buy American and Hire American”[1] has created a situation in which thousands of skilled workers, admitted in the United States under the H-1B visa program, must seek similar employment opportunities abroad, including Canada.


The Province of Quebec is known as a technology hub globally with AI, video-games, and creative technical talent. A tech and business friendly environment, providing best in class global tax incentives for labour and R&D, the Province of Quebec has become the home of world renown institutions such as, MILA, tech giants, as well as superclusters. According to the Internations Report entitled The Best & Worst Cities for Expats in 2019[2], the City of “Montréal earned the top spot among cities in Canada and the U.S. and 5th in the world”[3]. There exists different ways of immigrating, on either a temporary or permanent, basis into Canada, including:


  • The Global Talent Stream[5], such for digital media designers, IS, IT and computer network technicians, web designers and developers, consultants, mathematicians, engineers and the like;

  • Federal Skilled Worker (FSW) program;

  • Federal Skilled Trades (FST);

  • Canadian Experience Class (CEC).

The last three economic immigration programs form part of the Canadian Express Entry[6], wherein work experience, education and language skills are assessed.
